ENGLISH BASES

1. PLAYING HALL. Parc Sandaru social center, C/ Buenaventura Muñoz, 21. Barcelona - Spain.

2. TOURNAMENT HELD. By the Ateneu Colón Chess Club. http://www.ateneucolon.org

3. DATES. August 14th and 15th 2010

4. SCHEDULE
Saturday august 14th. The first playing session will start at 10.00 and will finish at 14.00, the afternoon sesion will start at 16.00 ending at 19.15.
Sunday august 15th. Sunday games will start at 9.30 finishing at 12.30. There will be a closing ceremony at 13.15, and appetizer being served afterwards.
Any player that forfeits the first round without a justified cause or fails to attend two games (even if non-consecutive rounds are forfeited) will be eliminated from the tournament. If any player chooses not to be paired for a round he will need to notify the principal arbiter at least one round in advance.

5. TOURNAMENT. Ten round Swiss. Pairing made with computer support (Swiss Manager).
Decisions from the principal arbiter will be final.

6. TIME CONTROL. 25 minutes for each player.

7. PLAYERS. For the initial ranking, first the Fide rating will be considered; then the Catalan rating, and then the Spanish one (FEDA). Any other national or local elo ratings will not be eligible for the initial ranking except if the organization decides to accept those ratings. Players not affiliated to any federation will be accepted.

8. INSCRIPTION FEED
Sènior: 20 euros. Less than 18 years old (Borns 1992 and later): 12 euros. More than 60 years old: (Born 1950 and before): 12 euros. MI i GM: Free. All players that pay the inscription fee before 31st of July will enjoy a 2€ discount.

9. HOW TO PAY YOUR INSCRIPTION FEE. By bank transfer to this "La Caixa" account 2100 0591 44 0200114679, or to this one "La Caixa Girona" account: 2030 0140 21 3300001675 name, surname and “INSCRIPCIÓ INTERNACIONAL POBLENOU”. You may also pay during the first round of the tournament.

10. TOURNAMENT MANAGEMENT.
The Head manager for the tournament will be Mr. Joan Lorda, with Mr. Jordi Moreno acting as deputy manager.

11. TIE BREAKING SYSTEM. The tie breaking systemm will be drafted randomly by the organization after finishing the tournament, the tie breaking systems that will be eligible are: Brazilian bucholz, Medium bucholz and Progressive accumulative score. The fourth tie breaking systems will be numer of victories if the tie persists after the fourth tie break sweepstakes will be applied.
The systems will be calculated according to the Fide method (as given by the pairing program).

12. INSCRIPTIONS. Your inscription fee has to be paid before the end of the firsr round of the tournament. Any player failing to do so will be eliminated.

13. CLOSING CEREMONY. The closing ceremony will take place august 15th at 13.15, a little appetizer will be served.

14. TEAMS
The teams will be formed by four players of the same club, it is mandatory to notifyt the team's line up to the arbiter before the second round. All teams with an average rating that is less than 2000 elo must be formed by players with ratings lowers than this average, the ratings given in the initial ranking will be used as refrence.

15. ACCEPTANCE OF THE TOURNAMENT RULES.
Your participation in the tournament implies that you understand and obey the tournament rules. Any issue not listed in this rules will be resolved applying FCE, FEDA and FIDE rules.
The management reserves the right of admission.

16. FCDE´S INTERNATIONAL OPEN CIRCUIT.
This tournament will be counted as an international tournament for the final standings of the Catalan Chess Federation International Open Circuit.
